In the Ono Ikanazu district of Hatsukaichi City, Hiroshima Prefecture, gymnasiums and civic centers have problems with earthquake resistance, and other facilities have problems of low occupancy rates due to their functions overlapping with other facilities and a decrease in the number of new users, in addition to aging. Taking advantage of PPP, the city is designing a comprehensive complex facility targeting the child-rearing generation by incorporating rooms for parents and children in the existing civic center, gymnasium and library. With the advice of Toyo University, the city has carried out a number of initiatives, including market sounding and business matching.
