日本政府は、2023年度のアクションプランより、スモールコンセッションやローカルPFIなど小規模なPPP/PFIの展開に関する具体的な政策を打ち出しています。一方で、PPPの導入には、従来型手法に比べて、アドバイザリーやガバナンスなどのために相応の追加コストが発生するため、一定の事業規模が求められ、大型のものにならざるを得ないという課題があります。
東洋大学では、「PPPの小型化」は、PPP/PFIが持つ、公共サービスの意思決定・実施プロセスの透明性・公平性の確保、より質の高い公共サービスをより低い価格での実現などの優れた特性を、地方圏においても十分に達成し地域経済社会を持続的に発展させるために不可欠であると考えています。
今回のフォーラムは、こうした状況を踏まえて、PPP/PFIの地方での更なる推進のために、アドバイザリーやガバナンスなどの負担を小型案件にてどのように吸収するかを、国内、海外の事例を交えて議論します。

19th International PPP Forum
The Japanese government has set out specific policies for the development of small-scale PPP/PFI, such as small concessions and local PFI, in its 2023 Action Plan. However, compared to traditional methods, the introduction of PPP requires additional costs for advisory and governance, which means a certain business scale is required, and it is inevitably large-scale.
Toyo University believes that "small-scaling of PPP" is essential for fully achieving the excellent characteristics of PPP/PFI , such as ensuring transparency and fairness in the decision-making and implementation processes for public services and realizing higher quality public services at lower costs, even in regional areas, and for promoting the sustainable development of regional economies and societies .
In light of this situation, this forum will discuss, using examples from Japan and overseas, how smaller projects can absorb the burden of advisory and governance, in order to further promote PPP/PFI in local areas.
