Application Guidelines

Please note that the application deadlines for prospective students who are currently living in Japan with a valid visa and for those who are living outside of Japan differ due to visa processing schedule. Prospective international students who are living outside of Japan and do not possess a valid visa to Japan is required to apply at least six months before they wish to enter.
Besides that, requirements and procedures for international students and Japanese students are the same.

* There are cases where applications from those who do not meet the admission requirements, for example, those who have not graduated university, will be approved by preliminary screening. For more details, please refer to "Application Eligibility" section of the Admission Examination Guideline, and consult with ml-ppp@toyo.jp .

** Schedules and procedures for JICA Scholarship is different from the below procedures/dates. Please consult with your country's (or nearest country's) JICA office for requirements, schedule and procedures.

Preliminary Screening

 If you do not meet the "Application Eligibility" and need to go through the Preliminary screening, contact at least three month before the date of desired exam. 
Even if you do not need to go through the preliminary screening, please contact to ml-pppstaff@toyo.jp at least one months before the application period, especially if you are currently living outside of Japan.
If you are applying for JICA Scholarship, preliminary screening is done by JICA.

JICA Scholarship applicants

If you are interested in applying as a JICA Scholar, please refer to JICA Website (Such as this) for the details. It is the applicant's responsibilities to read through the requirements by JICA and follow their instructions. 
Usually, after you apply to the scholarship program in fall, each university will go through the preliminary matching process. After the matchings are made, screening/interview will be conducted around April. Final decision will be made by JICA around late-May to June. 

How to apply and take a screening exam

  • Application documents need to be registered on the designated online system.
    Required documents:
    1- Application form (1), (2) and (3)
    2- Personal history form;
    3- Questionnaire Form;
    4- Research Plan;
    5- Pre-Essay (Pre-assignment)--For applicants who have no previous work experience over one year.
    6- Certificate of graduation (Scanned or electric copy)--Original to be submitted upon your arrival to Japan;
    7- Academic transcript of grades from your last attended university (Scanned or electric copy. Translated to Japanese or English and notarized)--Original to be submitted upon your arrival to Japan;
    8- A scanned copy of Passport

  • Application fee (¥35,000 JPY) to be paid during the application period.
  • Exam is held as an online-interview. (Date may be set before the date and time before the dates said above)

Future plan 

 Currently, Toyo PPP School is planning to transform our program to more student-friendly formats to accommodate the needs of students. (Leaflet)

Master of PPP
The degree you can obtain at our school will be "Master of PPP," for the students who are enrolled after April 2024.

Flexible learning and Intensive networking opportunities
For the convenience of working professionals, weekdays classes will be entirely online-based*. For this purpose, we are introducing "Virtual campus" on weekdays. Some of the lectures are on-demand basis (video and online discussion) and others will be real-time interactive sessions. Saturdays are for face-to-face interaction and networking. Many of faculty members and students are from Japanese governments (national/local) and private companies(such as construction, real estate or financial companies). Networking with them will expand your opportunities.
* PPP School is NOT an online-base program, thus international students are required to reside in Japan during the study.

* Professional course is for professionals with more than 20 years of work experience or 10 years of work experience with a Master?s or Doctoral degree. To apply, you have to consult in advance and have a detailed research ready.

Tuition and Fees

Standard course:

  • 1st Year: ¥960,000 JPY(Admission Fee ¥270,000, Tuition ¥600,000, Facility Fee ¥90,000)
  • 2nd Year: ¥690,000 JPY(Tuition ¥600,000, Facility Fee ¥90,000)

* Tuition for "Professional Course" is ¥990,000 JPY (Admission Fee and Facility fee are the same as standard course).

Completion Requirements

  • 1: To obtain 30 or more credits in the required completion courses.
  • 2: As a general rule, every semester, students must complete the “Public-Private Partnership Seminar” taught by their academic supervisor.
  • 3: (Applies to students enrolling from AY 2020) International students must compete either “PPP Theory” or “Global PPP Ⅶ.”
  • 4: Submission of a master’s thesis or a research paper on specific issues. Attendance of presentation sessions (mid-term and final) as well as passing the oral exam.
